2019 Legislative Patchset 30480508

On December 6, Quest released a special edition PeopleSoft Payroll for the North America Newsletter. These are some important updates, and we are extending those updates in our blog. Please find the Newsletter content below:

2019 Legislative Patchset 30480508 has posted for Release 9.2, and Tax Update 19-E is now available for releases 8.9, 9.0, & 9.1. Tax Update Notes and Supplemental Docs for Release 9.2 can be found on Document 1917096.2

Form W-4 2020.pdf is included with the patch. The discussion of Application Package PY_W4 describes how you can set the date in App Designer allowing you to test as if it is already 2020.    

Tax rows (1/01/2020) were not delivered in these patches. Proof of Concept (POC) patches (with a 12/31/2019 row) are being posted to help with your testing. Customers on lower releases should have received the POC and password. Customers on Release 9.2 can download the POC via Patch 30490849 and retrieve the password from the Payroll Hot Topics Document

The POC delivers a script to update the State Tax Table entry for State = $U with a row with Effective Date =12/31/2019. This script can be used to test product modifications delivered in Tax Update 19-E in order to implement the new Form W-4 for 2020 and related U.S. Federal withholding tax changes.

The script delivered in the POC patch is for testing purposes only. This script should NOT be applied to production databases. The withholding tax rates in the table update provided in the script delivered with this patch are from the preliminary draft version of IRS Pub. 15-T. They are not actual 2020 withholding tax rates.

The 2020 rows will be delivered in the special Year-End patches. The IRS posted the final version of the W-4 Wednesday. Classic Self-Service W-4 will be delivered for all releases (including 9.2) in these patches. Now that the IRS has finalized the form, next up is the PDF version for Release 9.2.
